extra/biopython: Fixed installation path.

Using "--prefix=$PKG/usr" for stagged installation is incorrect and lead
to hard rereference to the temporary directory in the installed files.
The correct way to do stagged installs for Python packages is to use
"--root=$PKG" instead.
